Submitted, Retrieved, Reviewed, Selected: Four Federal Grant States That Are Not the Same

Direct sources. Clear status. Practical public information.

A federal grant application can be successfully submitted and still be far from a funding decision. Grants.gov describes separate application-processing states, while the awarding agency owns later review and selection. A receipt is valuable evidence—but it is not an award.

Four states, four different proofs

State What a careful record can show What it does not establish
Submitted / received by Grants.gov A package entered the federal submission route at a recorded time and received a tracking number. Validation, agency retrieval, review, selection, award, or payment.
Validated / received by agency Grants.gov validated the package and the agency retrieved or confirmed receipt. Eligibility, competitiveness, recommendation, or selection.
Agency review The awarding agency—not Grants.gov—handles its own screening and review process. A favorable score, selection, final legal agreement, or funding.
Selected / notified The agency communicated a selection or award notice under its process. That the agreement is executed, funds are disbursed, costs are allowable, money is spent, or outcomes are realized.

Grants.gov’s current help page lists platform statuses including Receiving, Received, Validated, Rejected with Errors, Received by Agency, and Agency Tracking Number Assigned. It also says that agency tracking is the final status Grants.gov follows; later progress must be checked with the agency.

The minimum receipt chain

  1. Opportunity identity: assistance listing, opportunity number, competition/package, version, and deadline.
  2. Applicant authority: exact legal applicant, authorized organization representative, signer/certifier, and submission authority.
  3. Submission package: final forms and attachments, checksum or controlled copy, submission time, and tracking number.
  4. Platform result: received, validated, rejected, received by agency, or tracking-number assigned—with date.
  5. Agency result: agency system/contact, review status if actually provided, notice identity, conditions, and correction/appeal route.

Reader tool: the no-overclaim sentence

Use the highest proven stage only: “The application was submitted through Grants.gov and received tracking number [controlled record]. Agency review and selection remain pending or unknown.” Replace that sentence only when later receiving-surface proof exists.

Human stop point

Stop before resubmitting, replacing, certifying, accepting terms, signing an award, sharing sensitive records, spending against an expected award, or reporting funding. Reconcile the exact opportunity instructions, applicant authority, current platform state, agency notice, legal agreement, payment, and allowable-cost rules first.

What NABA can contribute

NABA can teach small organizations to build a clean grant receipt chain and keep application, review, selection, agreement, disbursement, spending, and outcome states separate. NABA does not decide eligibility, act for an agency, guarantee selection, or certify a particular application.
