Federal Grant Closeout: Final Reports, Agency Confirmation, Record Retention

Direct sources. Clear status. Practical public information.

Reviewed November 6, 2026 · federal grant administration. Grants.gov describes closeout as the end of the grant process, but it also states that the awarding agency must confirm that required work and administrative tasks are complete.

Four closeout states

State Evidence to preserve What it does not prove alone
Final reports submitted Financial, performance, and other required report receipts. Agency acceptance or final closeout.
Agency review Questions, reconciliations, corrections, and resolution records. That every cost is accepted or every concern is resolved.
Agency confirmation Official confirmation that required work and administrative tasks are complete. Expiration of every audit, property, debt, or record duty.
Retention/property control Final expenditure report date, applicable award term, property record, disposition instruction, and archive owner. A universal three-year rule for every record or award.

Closeout control card

  1. Name the legal recipient, award number, end or termination date, and exact award terms.
  2. List every required final report and its submitted/accepted/corrected state.
  3. Separate unspent funds, questioned costs, receivables, property, subawards, and later audits.
  4. Record the agency’s official closeout confirmation instead of inferring closure from silence.
  5. Calculate retention from the controlling rule and award record; Grants.gov describes a typical minimum, not a substitute for the exact requirement.
  6. Pause for the grants officer, accountant, attorney, property officer, or other responsible professional before destruction, disposition, repayment, or a consequential certification.
