Award Notice Is Not Cash: A Federal Grant Agreement Execution Checklist
Direct sources. Clear status. Practical public information.
A federal grant selection is important, but it is not the same thing as cash in an organization’s account, allowable spending, or a completed public result.
What Grants.gov currently says
Grants.gov describes the Notice of Award (NOA) as the official, legally binding issuance of the award. It says that accepting the grant—such as signing the agreement or drawing funds—creates an obligation to follow the terms and conditions. Its lifecycle page separately describes finalizing the legal framework, disbursement, implementation, and post-award reporting.
Seven gates after selection
| Gate | Evidence to preserve | Do not call it |
|---|---|---|
| 1. Selection notification | Issuing agency, program, notice/application identifier, selected entity, date, and stated next step. | Cash received or permission to spend. |
| 2. Notice of Award | Official NOA, awarding official/system, amount, period, terms, conditions, and amendments. | Unrestricted money or proof every condition is satisfied. |
| 3. Acceptance / execution | Authorized signer or acceptance action, effective date, representations, and governing terms. | First disbursement or completed performance. |
| 4. Conditions and readiness | Match, approved budget, staffing, partners, insurance, systems, policies, and special conditions. | Waiver of unresolved conditions. |
| 5. Payment route | Official payment-system setup, draw/reimbursement rule, banking verification, and receipt. | General revenue, profit, or immediately spendable cash. |
| 6. Allowable spending | Approved cost, period, procurement, invoice, allocation, and financial record. | Outcome or return on investment. |
| 7. Reporting and outcome | Output, measure, baseline, reporting period, attribution limit, audit/finding, and closeout. | Universal impact or guaranteed renewal. |
A reversible pre-acceptance check
- Match the exact legal recipient to the application and NOA.
- Read the full terms, budget, period, conditions, match/cash-flow exposure, reporting, publicity, data, and intellectual-property requirements.
- Confirm the person with legal authority to accept; keep drafting help separate from signature authority.
- Recalculate full delivery cost and staffing capacity before acceptance.
- Record a human stop point for counsel, accountant, board, funder, or responsible executive review.
What NABA can contribute
NABA can help new-American and small organizations organize public instructions into an award-state checklist. NABA does not certify eligibility, accept an award for another entity, act as fiscal agent without a separate written decision, interpret a recipient’s terms, or promise payment or outcome.
